Greenwood to Denver Terminal Transmission Project

Project Description

Xcel Energy—Colorado proposes to rebuild and reconductor approximately 15.4 miles of existing 115 kilovolt (kV) transmission facilities to operate at 230 kV. The plan is to rebuild and/or reconductor facilities within existing right-of-way and easements from Xcel Energy’s Greenwood Substation to its Denver Terminal Substation. The project includes modifications to the existing Greenwood, Arapahoe and Denver Terminal Substations to accommodate the new 230 kV lines. The transmission line project crosses six municipalities: Centennial, Greenwood Village, Littleton, Englewood, Sheridan and Denver.

Status Update

In August 2018, the Colorado Public Utilities Commission (CPUC) approved Xcel Energy’s Colorado Energy Plan, which is the company’s roadmap to develop a significantly cleaner energy mix and reduce carbon emissions in Colorado. With this approval, Xcel is now moving forward to implement the Colorado Energy Plan, which includes this project, Greenwood to Denver Terminal Transmission Project.

The CPUC requires a Certificate of Public Convenience and Necessity (CPCN) for construction and operation of the rebuilt and reconductored transmission line. In February 2020, Xcel Energy filed an application for a CPCN to the CPUC for upgrading the existing and aged transmission facilities between the Greenwood Substation and Denver Terminal Substation. Before filing, the company met with elected and appointed officials in each of the affected communities to introduce the project, understand local government permit requirements and answer questions. Xcel Energy has also met with managers from special districts, including Littleton Public Schools and South Suburban Parks and Recreations District to provide the same project overview and solicit input.
